The Federal Government of Somalia has received Financing from the African Development Bank towards Households’ Access to Renewable Energy and Advanced Clean Cooking Technologies (HAREACT) Project in which the Ministry of Energy and Water Resources (MoEWR) intends to apply part of the proceeds of HAREACT to recruit Individual Consultant.

The Ministry of Energy and Water Resources will establish a Project Implementation Unit (PIU) to carry out the day-to-day activities of the project planning, coordination and implementation of the HAREACT Project. The Ministry intends to engage an individual consultant to work as Electrical or Electromechanical Engineer within the PIU.

The Ministry of Energy & Water Resource (MoEWR) of the Federal Government of Somalia is seeking an Individual Consultant as an Electrical or Electromechanical Engineer to support the AfDB funded HAREACT Energy Project.

Skills and Qualifications

The candidate should have the following desired qualifications and experience:

ü    Bachelor’s  Degree  from  an  accredited  University  in  Electrical,  Electromechanical,  Power

Engineering or related technical discipline.

ü   A Master’s Degree from an accredited University in Electrical or Electromechanical Engineer, Project Management, Business Administration, or related field will be an added advantage.

ü   Minimum of five (5) years of experience in energy infrastructure, construction projects particularly in electromechanical erection and installation works related to solar PV mini-grids and MV & LV distribution network.

 Knowledge of power infrastructure design and installations with a particular focus in implementing solar PV installation, including grid-connected, off-grid, d hybrid installations with and without storage, and MV & LV distribution network.

ü    Experience in working in Fragile States and similar environments to that of Somalia.

ü   Experience liaising and working with multi-disciplinary team and officials to facilitate smooth implementation, of the project. And willingness to work in multi-cultural and fast – paced environment.

ü   Experience working with international development partners such as the AfDB, World Bank, and UN in the energy sector of Somalia.

ü   Understanding environmental and social safeguards, Health and Safety risks on electromechanical installation works

ü   Excellent written and spoken command of English and the ability to convey complex ideas in a creative, clear and concise style.

ü    Fluency in written and spoken Somali language will be added advantage.

ü    Experience in working with stakeholders and community level outreach.

ü   Sound knowledge and understanding of the Somali Energy Sector and related social issues, policies, data, and institutions.

The Electrical or Electromechanical Engineer will provide the following key tasks, roles and responsibilities to support the HAREACT Project and related activities at the Ministry of Energy and Water Resources of the Federal Government of Somalia:

  • Coordination and follow-up and supervision of design, tender preparation and construction activities for solar PV systems, including sizing of solar PV panels, inverters, BESS, with the specific requirements of the facilities and auxiliary systems such as mounting structures, cabling, and protection equipment and also the MV & LV distribution network.
  • Ensure that the consultant design is fully integrating the solar PV systems, inverters, BESS, and auxiliary systems into a cohesive and efficient system that meets the energy needs of the facilities.
  • Organize and follow-up for the preparation of comprehensive operation and maintenance strategies by the EPC contractors for the solar mini-grid, and BESS systems and MV & LV distribution network, including regular inspections, preventive maintenance, and troubleshooting procedures.
  • Ensuring that the contractor’s designs and installations comply with relevant regulations, standards, and codes of practice and assist in reviewing the electromechanical design documents submitted by the consultants and contractors. And participate as required on the factory acceptance tests of the major electromechanical equipment representing the client (employer)
  • Maintaining detailed documentation of the design process, equipment specifications, installation procedures, and operation and maintenance protocols.
  • Follow-up for timely reporting of progress and conditions on site through daily site records prepared and submitted by the consultant and project Team in accordance with MOEWR procedures and practices.
  • Checking and verification of the quantity survey (erected, installed, etc.) of electromechanical works and payment requests of Consultants/ Suppliers/ Contractors, and submit feedback in this respect with recommendations to the Project Manager.
  • Follow-up for implementation of quality assurance measures to ensure that the solar mini-grid and BESS systems, and MV & LV distribution lines meet the required standards and specifications.
  • Engaging with stakeholders, including facility owners, operators, and local communities, to ensure that their needs and concerns are addressed throughout the design and implementation process.
  • Ensure that the Consultant thoroughly assessed the existing network capacity, identify areas for expansion, and evaluated various design options and proposed the best design option based on the feasibility study, cost-benefit analysis, and alignment with the project objectives. The proposal should include detailed technical specifications, cost estimates, and implementation plans.
  • Coordinating with other stakeholders, such as local authorities, landowners, and environmental agencies, to ensure compliance with regulations and obtain necessary approvals.

The individual consultant reports to HAREACT project coordinator of the PIU under the Ministry of Energy and Water Resources. The duty station will be in Mogadishu

The MoEWR now invites Individual consultants to indicate their interest in providing the

above-described services. Interested individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

A shortlist of three to six individual local Experts will be established at the end the request of expressions of interest. The consultants on the shortlist will be evaluated on the following criteria on the basis of their updated resume.

The Shortlisting criteria will be as follows:

  1. General qualification related to the assignment       30%
  1. Adequacy for the assignment: Having experience in design, tender

document preparation and construction of power infrastructure projects

particularly of Solar PV Mini-grid systems & BESS and MV & LV

distribution network.          40%

  1. Relevant experience related to the project management including

preparation of periodical progress reports ,  procurement activities and

knowledge of donor funded energy projects an added advantage and

Relevance credentials for similar position.     20%

  1. Language proficiency in English and Somali     10%

The expected contract start date is November 2024 and the estimated duration of services is 12 Months. The contract may be extended for additional period depending on satisfactory performance of the consultant and availability of budget.
